Module 3 - Tools & Checklists contains training manuals and spreadsheets, checklists on due diligence and other topics, and fact sheets on technologies and applications.There are guides here on "how to prepare an energy enterprise business plan" for entrepreneurs as well as more elaborate guides and templates on "how to prepare a technology transfer proposal for financing". The first was originally developed by AREED, an effort of UNEP, the UN Foundation, five country-level NGOs in Ghana, Senegal, Zambia, Mali and Tanzania (KITE, ENDA, CEEEZ, MFC and TaTAEDO), and E+Co. The second was commissioned by the UNFCCC in an effort to bridge the language and understanding gap among development professionals, financiers, policy makers and environmental experts.



1. The Entrepreneur's Toolkit


The Rural Energy Enterprise Development (REED) Entrepreneur Toolkit provides details on gathering information and organizating a plan to provide energy access. This toolkit is divided as follows:
  • Chapter One explains the purpose and process of preparing a business plan beginning with an exercise on writing a business description.
  • Chapter Two, "Fact-finding", sets out the information that needs to be gathered and understood. It also contains a self-evaluation aimed at preventing entrepreneurs from wasting their (and your) time with concepts at odds with their personal ambitions and skills.
  • Chapter Three converts the information gathered into a feasibility analysis, a preliminary procedure to a business plan. Where someone thinks they have all the answers ("all we need is money"), this is good chapter to use to evaluate the depth of knowledge regarding market, competition, planning, marketing, technology and first-level financial analysis.
  • Chapter Four converts the data into a business plan for presentation to others and offers a detailed outline.
  • Finally, a series of annexes include short technology descriptions and websites (these might be dated). More important there is an annex on GATHERING INFORMATION, a template for either performing or getting a feel for field survey work. There is a glossary, a financial analysis primer, and RISK ANALYSIS AND DUE DILIGENCE CHECKLISTS. In addition, there are two sample business plans (Annex F).

2. Guidebook on Preparing and Presenting Proposals


Whereas the REED Toolkit is very entrepreneur-focused, this Guidebook is aimed at development and finance professionals. It offers both narrative and quantitative tools (a set of Excel-based templates that allow information to be entered once and carried forward). This guidebook has also led to a series of workshops (UNFCCC and UNIDO) on its use. Slides and a workbook for such training are also included here.
  • Chapter Two lays the groundwork before preparing a proposal, including answering general questions, reviewing accounting and scheduling concepts, classifying projects, and team selection.
  • Chapter Three outlines a step-by-step approach to preparing a proposal and includes sample proposals.
  • Chapter Four deals with presenting proposals, identifying appropriate funding types and sources, calculating rates of return, and the steps involved in seeking funding.
  • Chapter Five explores several different types of customization that can be added to a proposal including logical frameworks, carbon benefits, and special additions for either lenders or investors.
  • Annexes include templates, a detailed sample proposal, a glossary, informational resources, illustrative calculations, due diligence checklists and a term sheet.

3. INSABA Toolkit


A related body of work has been prepared by INSABA, "Getting it Right: Planning for Business Success," (found here) which focuses on the identification, screening and evaluation of renewable energy business proposals in Southern Africa.
